Well said on the gas tax. I agree that in some states and localities the money ges into a general fun, which is wrong. the gas tax is essentially a user fee paid by motorists and should be used 100prcent for road an bridge repairs an capacity improvements. these are positions that I have blogged on for over 5-years on GasBuddy and other sites, especially when arguing for a VMT to REPLACE the existing system. As a motorist I object to the siphoning of gas taxes revenue for non-highway uses including, transit boondoggles, non-motorized recreational trails, bike lanes, etc. These uses should be fully supported by user fees or general revenue funds and not gas taxes paid for by motorists. Additionally, a VMT would require all motorized vehicles including electrics and hybrids to pay for the mileage they actually use on the highways and even the playing field for those who choose not to use these types of vehicles.
